Cheney Repeats View That the Iraqi Troops Are Improving
Vice President Dick Cheney, appearing before more than 2,000 troops here in northern New York, said Tuesday that the administration had "a comprehensive strategy for victory" in Iraq and was making progress in training Iraqi forces.
